Course Description:

This course must be provided to all employees in the construction industry in the confines of New York City, New York City Department of Building regulates this by rule under the city’s administrative law. This course must be taken every 4 years after completing the initial 32 hour course. The course was instituted by NYC as a result of both OSHA’s Fatality reports and fatalities and injuries that have occurred in NYC. Local Law 52, was established to train experienced workers who will erect, dismantle modify or repair supported scaffolds over 40 feet.

The goal of this course is to help participants realize that the use of scaffold is an important part of worker safety and that Fall Protection, Struck- By and electrocution, and collapse are common hazards related to workers that use scaffold. This course will train workers on the safe and proper installation, removal and modifications as is related to scaffolding. Upon completion, students will receive a photo ID card, valid for 4 years.

Audience:

Experienced workers, supervisors and safety managers involved in the installation, removal or modification of supported scaffolds. As per Local Law 52, this certification is required for workers installing or removing scaffolds over 40 feet in New York City and is valid for four years. A one year grace period is allowed to renew the class with the refresher course.

Learning Outcomes:

​

Upon completion of this course, the students shall be able to:

​

1. Identify why scaffold accidents lead to new rules for users of scaffolds in NYC.

2. List the new rules or procedures that were put in place as a result of fatal accidents.

3. Understand the importance of notification of scaffold accidents and follow the procedure in case of a scaffold accident in the City of New York.

4. Comprehend and recognize each of the focus four hazards and have the knowledge and ability to demonstrate how to correct with controls and/or other means of protection as well as properly handling, hoisting, and storing material.

5. Use knowledge of focus four hazards to demonstrate how to correct with controls and/or other means of protection as related to the use of power and hand tools as well as ladders and scaffolds on the job site.

6. Understand the limitations of the PPE used and comprehend the responsibility that both the employer and employee have as is related to the PPE to be used.

7. Recall rules related to the use of scaffolds as per NYC BC Codes and OSHA standards.

8. Recognize Supported Scaffold Rule and Codes and cite codes related to scaffold use.

9. Comprehend the rigging principals as they relate to scaffolding erection and recall the rules related in erecting scaffold both as per design and in a safe manner.

10. Erect scaffolds based on the understanding of rules related to the safe and complaint erection of supported scaffold.

11. Review supported scaffolds and make corrections that are needed.

12. Decipher design drawings to verify that they meet requirements for inspection and inspect Supported Scaffolds to determine any deficiencies.

13. Identify rules related to the log books related to supported scaffolds.

14. Comprehend and recall standards related to fall protection while working on supported scaffolds and use of support scaffolds.

15. Recall from memory the different types of supported scaffolds, the standards related to each type of scaffold, and the rules related to the installation, removal, and use of scaffolds.

16. Identify hazards related to electrical use when on scaffolds.

 

Methods of Instruction:

A combination of lectures, PowerPoint presentations, open discussions, and testing will be used throughout the course.

Prerequisites:

Student must be able to communicate with the instructor in the language the course is held in. Student must have completed the NYC DOB 32 Hour Supported Scaffold Supervisor course within the past 4 years. Valid picture ID required.

Attendance Policy: 

Students are required to complete 100% of the course and actively participate in all learning activities. Make-up time is permitted only at the discretion of the school’s management.

 

Successful Course Completion:

In order to receive a certificate/card for the course, students must:

​

• Be able to clearly communicate with the instructor and complete all paperwork in the language the course is delivered. No personal interpreters permitted. 

• Complete all required paperwork: registration, evaluation, attendance, etc.

• Attend all required hours of the course. Any make up sessions must be completed within six months from the course start date.

• Participate during class activities and reviews.

• Complete tests with a passing grade of 70%.

 

Unsuccessful Course Completion:

Students receiving a failing grade on their final exam must take and repay for the course at a later date and time, at the same or then existing current higher tuition price.
